ROHS is distinguished from REACH

 Different definitions and scope of application

RoHS is a directive and REACH is a regulation. The directive itself has no legal effect so that the eu member states are further converted into their own laws.

Regulations have legal effect.

REACH is the basket frame, and ROHS is the specific instruction.

Different control objects

REACH starts from matter and ROHS starts from objects.

RoHS mainly focuses on the management of finished products, which requires that the materials in use are safe and their environmental impact can be controlled; REACH mainly focuses on the management of chemicals, which requires that the chemicals in use are safe and controlled.

The control goal of RoHS is to reduce the accumulation of harmful substances contained in the discarded electronic and electrical products in the environment, thus prohibiting the use of hazardous substances in the homogeneous materials that constitute the electronic and electrical products.

REACH is aimed at chemicals (including chemicals in articles), mainly to reduce the risk of chemicals to humans and the environment throughout their life cycle.

Substances controlled by RoHS must be within the range of REACH.

Different scope

Both ROHS and REACH SVHC are mandatory and limit different amounts of harmful substances.

The RoHS directive is an industry-specific directive that restricts the use of certain hazardous substances in electronic and electrical equipment; and the requirements on chemical registration, assessment, authorization and restrictions proposed under REACH regulations affect almost all products, including electronic and electrical products.

In addition, the two do not affect each other.

In case of overlapping requirements, stricter requirements shall apply.

In a regular review of the ROHS Directive, the EU Environment Committee also conducts an analysis of its consistency with the REACH regulations to ensure the consistency between the RoHS Directive and the REACH.

Different range of the product objects

(1) REACH regulations divide products into three categories: substances, distribution products and articles.

Substances (substance): chemical elements and their compounds obtained in the natural state (present) or through the production process, including additives and processing impurities necessary to maintain their stability, but excluding separable solvents that do not affect the stability of the substance or do not change its composition.

For example: metal copper metal, sodium sulfate, phenol, ethanol and so on.

Products (Preparation): a mixture or solution of two or more substances.

The mixture is artificially mixed by the producer in a certain proportion.

For example, alloy, shoe polish, detergent, etc.

Article (Article): an object that obtains a particular shape, appearance or design during manufacturing, which determines its function better than its chemical composition.

For example: toys, textiles, furniture, cars, electrical appliances and so on.

(2) The coverage range of the RoHS instruction is below AC1000V and DC1500V for the electronic and electrical products listed in the catalogue:

Large household appliances: refrigerators, washing machines, microwave ovens, air conditioners, etc

Small household appliances: vacuum cleaners, electric iron, hair dryer, oven, clocks and watches, etc

IT and communication instruments: computer, fax machine, telephone machine, mobile

phone, etc

Civil devices: radio, TV, video recorder, Musical Instruments, etc

Lighting equipment: in addition to the home lighting outside the fluorescent lighting, lighting control devices

Power tools: electric drill, lathe, welding, sprayer, etc. (except for large industrial tools to be installed)

Toys / entertainment, sports equipment: electric car, video games machine

Medical devices: radiation therapy instrument, electrocardiogram tester, analysis instrument, etc

Monitoring / control device: smoke detector, thermostat box, factory monitoring and control machine, etc

The ROHS and REACH are two separate Directive regulations, and in a regular review of the RoHS Directive, the EU Environment Committee analyzes its consistency with the REACH regulations to ensure the consistency between the RoHS Directive and the REACH.
